United States — defense

NSA CNSA 2.0

The National Security Agency's Commercial National Security Algorithm Suite 2.0 mandates quantum-resistant algorithms (ML-KEM, ML-DSA, LMS/XMSS) across National Security Systems, with phased vendor adoption running to 2033.

Defense suppliers must ship quantum-resistant cryptography — not plan for it.

United States — standards

NIST FIPS 203/204/205 and IR 8547

NIST finalized the first post-quantum standards on 13 August 2024. Draft NIST IR 8547 sets the retirement schedule for today's public-key cryptography: RSA and elliptic-curve deprecated after 2030, disallowed after 2035.

The cryptography protecting most systems today has a published expiry date.

United Kingdom — government

NCSC migration timelines

The National Cyber Security Centre's March 2025 guidance gives UK organizations a three-phase national roadmap: discovery and planning complete by 2028, highest-priority migration by 2031, full migration by 2035.

UK critical-infrastructure operators are already inside the discovery window.

European Union — policy

EU coordinated PQC roadmap

Commission Recommendation (EU) 2024/1101 asks Member States to adopt national post-quantum transition strategies, with early and hybrid adoption targeted from 2026 and broad migration of critical use cases by 2030.

Twenty-seven member states are converging on the same migration deadline.

BIS Project Leap

The BIS Innovation Hub Eurosystem Centre, Banque de France, and Deutsche Bundesbank built and tested quantum-safe communication channels for financial data in Phase 1 (2023), then extended the work to quantum-proofing payment systems in Phase 2 (2025).

Central banks treat quantum risk to payment rails as an engineering problem now, not later.

MAS quantum advisory and QKD sandbox

The Monetary Authority of Singapore issued a February 2024 advisory directing financial institutions to address quantum cyber risk, then ran a multi-bank quantum key distribution proof-of-concept sandbox with a technical report published in September 2025.

Regulators are now asking banks what their quantum-readiness plan is.
